General Procurement Notice For: Local Service Delivery Improvement Project

The Republic of Indonesia has received to apply for financing in the amount of US$ 350,000,000 equivalent from the World Bank toward the cost of the Local Service Delivery Improvement Program (LSDP) and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project.
The Local Service Delivery Improvement Program (LSDP) is a World Bank–supported national program implemented by the Government of Indonesia over the period 2026–2030, designed to strengthen local government capacity and improve solid waste management (SWM) service delivery. The program aims to address persistent institutional fragmentation, uneven technical capacity, and limited financial sustainability in municipal waste management through integrated planning, improved investments, and performance-based incentives. The Project Development Objective (PDO) is to enhance financial and institutional capacity to improve SWM services in selected local governments.
The LSDP will support national-level policy development and coordination, while providing performance-based grants and technical assistance to selected cities and municipalities. The program comprises three components: (i) technical advisory, policy development support, and project management at the national level; (ii) performance-based grants to local governments for SWM service delivery; and (iii) technical assistance, implementation support, and project management for local governments.
The project will include components to build financial and institutional capacities for improving solid waste management services in select local governments in Indonesia. Procurement under the project will include consulting services through international competitive selection, such as Project Management Consultants (PMC), Independent Verification Agents (IVA), and consultant firms to support the preparation of development plans (RIPS), as well as goods and non-consulting services, and others.
Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers (September 2025) (Procurement Regulations), and is open to all eligible firms and individuals as defined in the Procurement Regulations. After project negotiations, the World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection.
Specific Procurement Notices (SPN) for contracts subject to open international competitive procurement will be announced, as they become available on the World Bank’s external website and The Implementing Agency’s website. For national open competitive procurement, SPN will be published in government e-procurement system. Rated criteria will be required for evaluation of bids under international competitive procurement.
