Tender Detail : General Procurement Notice For: Strengthening Community Resilience and Sustainable Economic Development in Rural Indonesia The Republic of Indonesia has received financing in an amount not to exceed two million two hundred thousand United States Dollars (USD 2,200,000) from the International Bank for Reconstruction and Development (IBRD), toward the cost of preparing the Strengthening Community Resilience and Sustainable Economic Development in Rural Indonesia Project. It intends to apply part of the proceeds to payments for non-consulting services and consulting services to be procured under this project preparation. The project preparation will include the following components: 1. Component 1: Fieldwork, research and/or pilot activities to define end-users and design appropriate policies, systems, and implementation structure This component aims to identify project beneficiaries and inform the design of appropriate policies based on the beneficiaries’ needs. As part of this component, the existing Learning Management System (LMS) will be upgraded to strengthen the delivery of learning and capacity-building programs for project beneficiaries and village governments, thereby supporting effective project implementation. 2. Component 2: Preparation of subject proposals and administrative management The objective of this component is to establish the systems and procedures required for the submission, review, monitoring, and evaluation of village investment proposals under the project. This component will include the development of operational procedures, administrative mechanisms, and digital system requirements to support proposal management and oversight. These preparatory efforts will ensure that effective and efficient systems are in place and ready for implementation upon project rollout. 3. Component 3: Undertaking assessment The objective of this component is to undertake assessments of financial management, procurement systems, village procurement guidelines, and environmental and social management arrangements to inform the design and implementation of the project. The assessments will identify institutional capacities, gaps, risks, and required measures to ensure that the project's implementation framework, procedures, and safeguards are adequately prepared and aligned with applicable standards and requirements. 4. Component 4: Studies and analytics The objective of this component is to generate evidence-based recommendations and strategic inputs to support project design and implementation. The component will include the preparation of feasibility studies, economic and financial analyses, including the estimation of the Economic Internal Rate of Return (EIRR), as well as assessments of the roles and capacities of local and village governments. In addition, studies on local economic institutions and community empowerment mechanisms will be undertaken to strengthen institutional arrangements, enhance community participation, and improve the overall effectiveness of project interventions. 5. Component 5: Other preparatory works The objective of this component is to support overall project readiness and ensure that the necessary operational, institutional, and regulatory arrangements are in place prior to project implementation. The component will include the development of a monitoring and evaluation (M&E) system, the preparation of the Project Operational Manual (POM), and the formulation of technical guidelines for village infrastructure development. It will also support the drafting of project-related regulations and other implementation instruments. In addition, the component will cover supporting measures such as strengthening institutional and implementation arrangements, socialisation and dissemination, establishing project coordination mechanisms, stakeholder engagement, and managing the project secretariat to facilitate effective project implementation. The Project Preparation will require a range of studies, assessments, workshops, consultations, and technical discussions to develop an appropriate and robust project design that effectively addresses the Project Development Objectives (PDOs). These components will also support the establishment of systems, procedures, and institutional arrangements necessary for effective and efficient project implementation. To support these preparation activities, the Project is expected to procure a variety of consulting services, non-consulting services, and other specialized service providers across all components. These services will provide the technical expertise, analytical inputs, and operational support required to ensure the project's readiness for implementation. Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank Procurement Regulations for IPF Borrowers: Procurement in Investment Project Financing Goods, Works, Non - Consulting and Consulting Services, Seventh Edition, September 2025, and is open to all eligible firms and individuals as defined in the Procurement Regulations. The World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection. Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, on the World Bank’s external website and the Indonesia SPSE national e-procurement system portal (if required under the agreed Procurement Plan).
